About and accountability
About us
A Maryland nonprofit that finds doors for veterans.
We build a network of private landlords willing to open their doors to the men and women who served, moving veterans from temporary shelter into permanent homes.
Mission and vision

What we value
- Every road back is different
- No two recoveries look alike, so no two plans do either.
- Until permanently placed
- Temporary housing is a step, never the destination.
- The whole need
- Food, clothing, benefits and dignity, not just the roof.
- One county at a time
- Prove it across the Baltimore region. Then the next.
What we are, and what we are not
We are the landlord-supply layer. Shelters and treatment programs need somewhere to send people next; we build that next step.
| Compared on | We Care | Shelter | Treatment program |
|---|---|---|---|
| Core asset | Landlord network | Beds | Clinical staff |
| Where the veteran ends up | Their own lease | A bed tonight | Completed treatment |
We hold no property, collect no rent and provide no personal care, medical care or clinical treatment.
Governance and accountability
The organization
We Care Personal Care Agency is a Maryland nonprofit corporation formed in 2019 and in good standing. It trades as We Care 4 Veterans Enterprises. The legal name is historical; our work is housing.
501(c)(3) tax-exempt. EIN [Supply: EIN].
Board of directors
Our board is being formed. It will have an independent majority, with seats reserved for a veteran with lived experience of homelessness and a landlord.
[Supply: board members, roles, and which are independent]
Financials
Where we are: Year 1 began in October 2026. We are enrolling our first landlords and raising the funds to hire our first Housing Navigator.
Year 1 plan (October 2026 to September 2027): 25 landlords enrolled, 30 veterans and families housed, $225,000 raised.
Policies
- Nondiscrimination. Services are offered without regard to race, color, national origin, religion, sex, familial status or disability.
- Privacy. Read our privacy policy. We never sell your information.
- Consent. We share a veteran's story, name or photo only with their written consent. They can withdraw it at any time, and it is never a condition of getting help.
- Conflict of interest. [Supply: conflict-of-interest policy, once adopted by the board]
